Catastrophes are unpleasant to contemplate. So we'd rather not. Nuclear attacks are especially unpleasant to contemplate. So we have developed, virtually as a superstitious doctrine, the notion that if any nuclear attacks are every made against us "the world will end" -- in which case we need worry about nothing.
